Top Rank Inc. , Now Exempt from Covid-19 Travel Restrictions

Exemption for Top Rank, Inc

We are pleased to announce that, after months of negotiations with our Senator’s office, we have helped Top Rank, Inc. become exempt from Presidential Proclamations 9984, 9992, 9993, and 9996.


Established in early 2020, these proclamations have prohibited travel from dozens of countries in an attempt to restrict the spread of COVID-19. In May,  however, Acting Secretary Chad Wolf of the DHS signed an executive order granting an exemption to certain sports leagues, but the exemption only applied to the National Basketball Association, National Hockey League,  United States Tennis Association, Professional Golfers’ Association,  and a few other organizations.

Oakland Legal Group has successfully petitioned DHS and CBP to add Top Rank, Inc. to the list of exemptions, which means the organization can now send athletes,  their family members, and their assistants to the United States from  COVID-19 banned countries. These individuals can now get expedited appointments and National Interest Exemptions at consular offices—including offices that have been completely closed.


How We Obtained an Exemption for Top Rank, Inc.


We were able to obtain an exemption for Top Rank, Inc. by making the following arguments, accompanied by substantial supporting evidence:

  • Top Rank, Inc. employs recommended public safety measures, such as limiting attendance and creating a “bubble” environment
  • The sports industry is critical to the U.S. economy’s recovery
  • Top Rank, Inc. provides first- and second-order economic benefits through advertising, international broadcasting, hospitality, commercial cleaning, and food service
  • The sports industry intangible benefits the United States via civic pride and national unity
